why are we ignoring the oceans for space?

The data is from a few years ago but did you know NASA’s budget for one year was equivalent to NOAA’s budget for 1600 years? That’s one bit from this video of famed ocean explorer Robert Ballard.

“Why? Why are we looking up? Is it because it’s heaven? And hell is down there? Is it cultural? Are people afraid of the ocean? Or do they assume the ocean is a dark gloomy place with nothing to offer?”

Ballard goes on to talk about his accidental discovery of hydrothermal vent ecosystems and the bacteria that perform chemosynthesis as well as his exploration of wrecks from the Titanic to the Mediterranean. This is my favorite TED talk of all time, I think.
